FSSAI classifies food businesses into three tiers by turnover and activity. Choosing the wrong tier means re-application, so confirm your projected annual turnover and whether you import, manufacture or only sell.
Cloud kitchens and food delivery sellers need at least a State licence in most cases because aggregator platforms require it before onboarding, regardless of turnover.
For manufacturing units, the water test report from a NABL-accredited lab and the equipment list are compulsory attachments — these two cause the most queries.
Licences are issued for 1 to 5 years. Renewal must be applied for at least 30 days before expiry; filing after expiry means a fresh application and a ₹100-per-day late fee.

- Photo ID of the proprietor or partners
- Passport-size photograph of the applicant
- Proof of business premises: rent agreement, utility bill or NOC
- Food category list and declaration of the food products handled
State licence (₹12 lakh to ₹20 crore)
- Form B, completed and signed by the proprietor / partner / director
- Blueprint or layout plan of the processing unit with dimensions
- List of directors / partners with full address and contact details
- List of equipment and machinery with number and installed capacity
- Water test report from a NABL-accredited laboratory
- Name and qualification of the technical person in charge
- Food safety management plan or self-declaration
Central licence (above ₹20 crore, importers, e-commerce, 100% export)
- All State licence documents
- IEC (Import Export Code) issued by DGFT, for importers and exporters
- Ministry of Commerce certificate for 100% export-oriented units
- NOC from the municipality or local body
- Source of raw material for meat, dairy and milk products
